THE HAGUE CONVENTION OF EVIDENCE - TESTIMONY

There are two conditions where a witness can provide testimony: voluntarily or involuntarily.

The Hague Convention allows consular staff to be commissioned and take the deposition of a willing witness.

Unwilling witnesses can often be compelled to provide testimony, though it is most often before a judge in their home country in a process akin to deposition upon written question in the US Courts.
